BTC Reports: The Final Budget Agreement – Some Gains, But Tough Times Ahead

Health and Human Services dodged a bullet, and Public Education made small but insufficient gains toward providing all students with a constitutional education. Unfortunately, average state employee wages are not keeping up with inflation, much less increases in health costs, and the General Assembly ignored the state’s biggest budget problem – a tax system that is unfair, inadequate, and outmoded. Legislators still lack adequate revenue to provide state employee pay raises, and address the state’s many other needs in 2006.
