There are a lot of good ideas in politics and public policy that just never seem to get done until events (or perhaps a determined group of individuals) intervene and force everyone’s hand. Sometimes it’s a powerful special interest group that stands in the way. Other times it’s just societal or political inertia – especially if the topic is complicated and in a seemingly risky area that elected officials would just as soon avoid.
