Some legislators are bitter, some elated over lottery passing; many are relieved

RALEIGH
With two Republicans absent and Lt. Gov. Beverly Perdue casting the deciding vote, the N.C. Senate voted 25-24 yesterday to approve a lottery for North Carolina. The state had been the last on the East Coast without a lottery.
"The money has been leaving North Carolina. It’s time we keep it at home," said Sen. Tony Rand, the majority leader.
"I think it’s time for North Carolina to join the other states. All of the southeastern states around us have the lottery. We are contributing to schools in other states instead of here," said Rand, D-Cumberland.
Gov. Mike Easley is scheduled to sign the lottery bill, which passed the N.C. House by a vote of 61-59 in April, into law today.
Officials say that it could take at least six months for the games to start. Officials must appoint a lottery commission to oversee the games. The commission would then go through a process to hire a company to run the games, and then choose and outfit convenience stores and other outlets to sell tickets. (more…)
