After a six-day recess, and with two opponents absent, Senate passes lottery bill by 25-24

For three decades, socially conservative North Carolina rejected calls for a lottery. But having grown tired of watching the state’s residents wager their money in surrounding states, the legislature Tuesday joined the club.
The state Senate voted 25-24 to pass a state-sponsored lottery to raise money for public education. The Senate sent the measure to Gov. Mike Easley, who is expected to sign it into law this morning.
"I’m of the belief that the people want this, and the will of the people has spoken today," said Senate leader Marc Basnight of Manteo.
A weeks-long stalemate was dramatically broken when two opponents missed Tuesday’s vote and Lt. Gov. Beverly Perdue cast the tiebreaker. (more…)
