Q: I thought the lottery was defeated for the year. How did this happen?
A: The Senate had left town and its leaders repeatedly said last week that they would not return for business. But Senate leader Marc Basnight, a Dare County Democrat, on Friday gave notice they would return. Two Republicans who have opposed the lottery were not in town during Tuesday’s session, allowing the bill to pass.
Q: So when can I buy a ticket?
A: Hold your horses. It will take months to set up the mechanism that will oversee the lottery put it in place.
Q: How much money is the lottery expected to take in?
A: About $1 billion a year once the lottery is fully up and running. Half of that money will go toward prizes and up to another 15 percent will go toward administration, paying lottery retailers, advertising and other costs. The lottery law requires at least 35 percent of the money taken in from lottery sales to go toward education. (…more)
