Panel may suggest changes in law

RALEIGH — House Speaker Jim Black on Friday appointed 20 House members to a study committee that will examine how the death penalty is carried out in North Carolina.
The panel also will recommend possible changes to the law for the legislature to consider during its session next spring.
Democratic Reps. Joe Hackney of Chapel Hill and Beverly Earle of Charlotte were chosen to lead the committee.
Black had said he would convene a committee, even though a bill that would have ordered a two-year pause on executions while a study was undertaken failed to reach the House floor this year. (more…)
