N.C. legislators begin to spin session toward November elections

Democrats proudly tout that their budget cut some "temporary" taxes, but Republicans say the spending plan could have returned more money to voters’ wallets.
Democrats point to tougher rules to identify illegal immigrants, but the GOP calls them window-dressing that don’t go far enough.
Ditto on eminent domain, ethics reform and protecting lottery revenues for education.
"They have skirted around the issues to make it seem like they accomplished more than they’ve really done," contends Susan Morris of Salisbury, who is challenging Rep. Lorene Coates, D-Rowan, in one of several House races in swing districts. "It’s been a session of lost opportunities."
Nonsense, say Democrats, who insist they have a lot to show for their 2 1/2 months in Raleigh and point to a five-point plan of legislation they passed as proof. (more…)
