THE BRIEF:
GOP SAYS TAX BREAKS BOGUS: Senate GOP leader Phil Berger and House minority leader Paul Stam criticized Gov. Mike Easley’s proposal to keep a sales tax and an income tax on high earners on the books. Both taxes were due to expire this year, but Easley’s included them in his $20.1 billion budget proposal for the 2007-08 fiscal year.
LOTTERY CHANGES: Dan Gerlach, Easley’s budget adviser, said that lottery profits likely will remain flat unless a greater percentage of instant ticket sales revenue is spent on prizes, which he argued will create more money for education by boosting sales. Speaking at a joint House-Senate appropriations committee meeting, Gerlach said without the change, the lottery is likely to generate only $350 million for education next year, the same as what’s projected for this year.
