Moore proposes energy changes

Package includes new utility rate structure

RALEIGH –
Richard Moore, a Democratic candidate for governor, released a package of energy proposals Tuesday aimed at reducing carbon emissions and attracting support from environmentalists.
Moore said he favors creating a new rate structure for utilities, such as Charlotte-based Duke Energy, that would reward them for investing in efficiency and renewable energy. He also called for greater conservation by state government and more emphasis on mass transit.
The package, while lacking in many details, is the most comprehensive to date by any candidate hoping to succeed Gov. Mike Easley.
North Carolina's governor has significant influence over the energy industry, negotiating legislation with the General Assembly and appointing all seven members of the N.C. Utilities Commission, the state's regulatory body. (more…)
