BTC Report: The Governor’s Proposed Budget

Governor Mike Easley’s recommended state budget for the 2008-09 fiscal year, which begins July 1st, was released on May 12. The governor’s proposalincludes $1.2 billion in new spending, as well as spending reductions and excise tax increases to reach a balanced budget. The budget balances recurring appropriations with recurring revenues, resisting the temptation to use thesignificant amount of one-time funds for recurring expenses.
Not surprisingly, the governor’s budget prioritizes raising teacher pay, bringing North Carolina closer to his goal of paying teachers the national average. He alsodedicates funds to shore up his signature education initiatives, the More-at-Four preschool program and the Learn-and-Earn high school program.This issue of BTC Reports examines the major pieces of the governor’s proposed budget and discusses the likely impact of the recommendations on low- andmoderate-income North Carolinians.
