N.C. House budget to provide for teachers’ raises without new taxes

RALEIGH
The N.C. House will roll out a budget next week without new taxes and something short of teacher raises averaging 7 percent– both of which were sought by Gov. Mike Easley, Democratic leaders in the chamber said yesterday.
Easley proposed two weeks ago in his $21.5 billion budget plan an increase in cigarette taxes from 35 cents a pack to 55 cents, with proceeds going to help him fulfill his pledge to increase teacher salaries to the national average.
But House Democrats the majority party, want to narrow the gap between Easley's proposed pay increases for rank-and-file state employees and teachers. They laid out their agenda for the remainder of this year's legislative session at a news conference yesterday. (more…)
